Mapping food safety stakeholders in South Africa

In addition to the Food Imbizo’s regular, larger meetings, which are open to all, the Food Imbizo, whose secretariat is based in the CoE-FS, would like members with knowledge of food safety policy and practice to participate in this smaller, interactive workshop to co-produce a comprehensive food safety governance stakeholder map. They hope that this workshop will help us all to better understand the fragmented policy sector and think through how it can be improved in future.

The governance of food safety involves rules, standards, and regulations set by the state. However, food safety governance is multilevel and complex, involving multiple stakeholders and spheres of government with interrelated responsibilities. Moreover, it involves reconciling the interests and values of stakeholders both inside and outside of government from different policy areas and sectors including international trade, environment, health and agriculture. Within government, food safety policy is fragmented. There are three government departments with a food safety mandate: the Department of Agriculture, the Department of Trade and Industry and the Department of Health. These three departments also work through agencies and regulators such as the Food Safety Agency and the National Regulator for Compulsory Specification. Outside government, the food industry, civil society and research institutions also play a role.

If we are to improve the governance of food safety, it is essential to get a clear idea of all the stakeholders that can impact (or are impacted by) food safety, and to better understand how they are connected.

In this interactive workshop, after keynote presentations and panel remarks, we will work together in break-out groups to map the food safety governance stakeholders and tease out the main relationships between them.

Thus our mission is to investigate products, technologies, processes and policies that can reduce food insecurity and mitigate its negative outcomes. We seek to make a difference to food security by linking innovative science with critical enquiry.
