The question of whether to carry out a quinquennial Census is faced by national statistical offices in increasingly many countries, including Canada, Nigeria, Ireland, Australia, and South Africa. We describe uses and limitations of cost-benefit analysis in this decision problem in the case of the 2016 Census of South Africa. The government of South Africa needed to decide whether to conduct a 2016 Census or to rely on increasingly inaccurate postcensal estimates accounting for births, deaths, and migration since the previous (2011) Census. The cost-benefit analysis compared predicted costs of the 2016 Census to the benefits of improved allocation of intergovernmental revenue, which was considered by the government to be a critical use of the 2016 Census, although not the only important benefit. Without the 2016 Census, allocations would be based on population estimates. Accuracy of the postcensal estimates was estimated from the performance of past estimates, and the hypothetical expected reduction in errors in allocation due to the 2016 Census was estimated. A loss function was introduced to quantify the improvement in allocation. With this evidence, the government was able to decide not to conduct the 2016 Census, but instead to improve data and capacity for producing post-censal estimates.
The township cash economy of fast food, takeaways, and prepared meals is collectively termed ‘informal foodservice’. An analysis of a five-township ∼3800 microenterprise census, and qualitative supply chain investigation of 50 informal foodservice retailers and 75 consumers revealed a well-established although deeply informal trade predominated by women preparing takeaway foods and conducting street braai (BBQ). The business demonstrates high dependence on the immediate place of operations which includes local input suppliers and selling to a narrow pool of trade from immediate (walking scale) neighbourhoods. Supply chains are short, linked to formal agriculture and wholesale sectors. Informal foodservice is heavily utilised by local residents on a regular basis who spend up to R218 per week on products (potentially 30% of income) from these outlets. These enterprises make a substantial contribution towards satisfying local food demand whilst serving an important social protection and neighbourhood relationship function.
Food security (or the lack of it) has a direct impact on people’s well-being and is of great concern to many disciplines. The study on which the article is based used Drèze and Sen’s ‘nutritional capability’ concept as a theoretical framework to explain the food (in)security of landfill waste pickers. A cross-sectional research approach was followed, coupled with a triangulation mixed method research design. Viewing the waste pickers against the nutritional capability framework highlighted the important role that social work should play in focusing on people’s capabilities within their particular context.
Orange-fleshed sweet potato (OFSP) is known to be a rich source of β-carotene, a precursor of vitamin A and a potential tool for fighting vitamin A deficiency (VAD) in developing countries. OFSP flour was incorporated into wheat flour at 10, 20 and 30% (w/w) substitution levels. The stability of β-carotene during baking and the contribution of OFSP-wheat composite breads to vitamin A requirements were evaluated. The retention of all-trans-β-carotene in breads containing 10, 20 and 30% OFSP flour was 62.7, 71.4 and 83% respectively, after baking. Breads containing 20% and 30% OFSP flour could be used for the eradication of vitamin A deficiency as they were found to meet 29 and 89.2% (100 g portion) respectively, of the recommended dietary allowance (RDA) of vitamin A amongst children aged 3–10 years. The latter would meet nearly a half of the RDA of vitamin A for pregnant and lactating women.
South Africa’s livestock population is rapidly evolving and consequently will require sustained epidemiological surveillance to detect and prevent diseases which contribute to a decrease in livestock productivity, public health risk and food wastage. Fasciola infection is one of the commonest diseases affecting livestock health and a significant portion of meat and offal’s are declared unfit for human consumption. This study assessed the prevalence and monetary losses associated with Fasciola infection at three abattoirs in Eastern Cape Province. A retrospective data of all slaughtered cattle were obtained from Department of Rural Development and Agrarian Reform (DRDAR) from 2010–2012. A prospective abattoir survey was conducted between July 2013 and June 2014 to determine the prevalence and financial loss due to fasciolosis.
The highest prevalence was in December and January (23%) while the lowest prevalence was recorded in May and June (5%). Annual prevalence of Fasciola at abattoirs AB1, were (3.2%, 2.2% and 2.0%), AB2 (6.4%, 4.6% and 3.5%), AB3 (14.4%, 6.9% and 9.5%) for year 2010, 2011 and 2012 respectively. The total financial loss due to Fasciola infection during the active survey of the three abattoirs was ZAR 44, 930 (3456.2 USD). A breakdown of this figure shows that whole liver condemnation was ZAR 25, 230 (2, 357 USD), and partial liver condemnation was ZAR 19, 700 (1515.4 USD).
The present study reveals the economic loss due to liver condemnation from Fasciola infection and provides regional baseline information regarding the prevalence of Fasciola in cattle at three abattoirs.
Background: Chronic non-communicable diseases (CNCD) have become the greatest contributor to the mortality rate worldwide. Despite attempts by Governments and various non-governmental organisations to prevent and control the epidemic with various intervention strategies, the number of people suffering from CNCD is increasing at an alarming rate in South Africa and worldwide.
Objectives: Study’s objectives were to explore perceived challenges with implementation of, and adherence to health messages disseminated as part of a CNCD intervention programme; to gain an understanding of participants’ expectations of CNCD intervention programmes;, and to explore the acceptability and preference of health message dissemination methods. In addition, participants’ awareness of, and willingness to participate inCNCDs intervention programmes in their community was explored.
Methods: Participants were recruited from the existing urban Prospective Urban Rural Epidemiology study site in Langa, Cape Town. Focus group discussions were conducted with 47participants using a question guide. Summative content analysis was used to analyse the data.
Results: Four themes emerged from the data analysis: practical aspects of implementation and adherence to intervention programmes; participants’ expectations of intervention programmes; aspects influencing participants’ acceptance of interventions; and their preferences for health message dissemination. The results of this study will be used to inform CNCDs intervention programmes.
Conclusions: Our findings revealed that although participants found current methods of health message dissemination in CNCDs intervention acceptable, they faced real challenges with implementing and adhering to CNCDs to these messages.
Knowledge of the microbiological quality and prevalence of antibiotic resistance and virulence genes in bacterial isolates from leafy green vegetables supplied by formal suppliers (retailers) and informal suppliers (street vendors) in South Africa is limited. Because leafy vegetables have been implicated in foodborne disease outbreaks worldwide, 180 cabbage and spinach samples were collected from three major retailers and nine street vendors in Johannesburg, South Africa. Escherichia coli and coliforms were enumerated using Petrifilm plates. The prevalence of Listeria monocytogenes, Salmonella, and Shigella was determined using real-time PCR analysis. Identities of presumptive E. coli isolates from the fresh produce were confirmed using matrix-assisted laser desorption–ionization time of flight mass spectroscopy. Isolates were characterized using phenotypic (antibiotic resistance) and genotypic (phylogenetic and virulence gene) analysis. Hygiene indicator bacteria levels on spinach from formal and informal retailers exceeded the maximum level specified by the Department of Health guidelines for fresh fruit and vegetables. E. coli counts for street vendor spinach were higher (P < 0.0789) than those for retailer spinach. E. coli was present in only two cabbage samples, at 0.0035 CFU/g. L. monocytogenes and Salmonella were detected in 7.2 and 5% of the 180 samples, respectively, based on real-time PCR analysis; Shigella was not detected. Of the 29 spinach E. coli isolates, 37.9% were multidrug resistant. Virulence genes eae and stx1 were present in 14 and 3% of the spinach E. coli isolates, respectively; the stx2 gene was not detected. Eighty-six percent of these isolates belonged to phylogroup A, 3% belonged to group C, 7% belonged to group E, and 3% belonged to clade 1. The results from the current exploratory study on the microbiological quality of spinach bought from selected retailers highlight the need for continued surveillance on a larger scale, especially in the informal sector, to characterize the potential health risks to the consumer.
Cape Town is a fast-growing cityscape in the Cape Floristic Region in South Africa with 24 formally protected conservation areas including the World Heritage Table Mountain National Park. These sites have been protected and managed as critical sites for local biodiversity, representing potentially one-third of all Cape Floristic Region flora species and 18% of South Africa’s plant diversity. Cape Town is also inhabited by a rapidly growing culturally and economically diverse citizenry with distinct and potentially conflicting perspectives on access to, and management of, local natural resources. In a qualitative study of 58 locally resident traditional healers of distinct cultural groups, we examined motivations underlying the generally illicit activity of harvesting of wild resources from Cape Town protected areas. Resource harvester motivations primarily link to local economic survival, health care and cultural links to particular resources and practices, ‘access for all’ outlooks, and wholesale profit-seeking perspectives. We describe these motivations, contrast them with the current formal, legal and institutional perspectives for biodiversity protection in the city, and propose managerial interventions that may improve sustainability of ongoing harvest activities.
SIGNIFICANCE:
• The study reveals, for the first time in the Cape Floristic Region, informal economy viewpoints on terrestrial nature and how its direct use has important economic and cultural roles – specifically in wild medicine harvesting and trade.
• We contrast the formal and informal approaches to nature conservation in the city and propose new considerations for conservation managers.
This study was conducted at two different restaurants of Raymond Mhlaba Municipality (Alice), Eastern Cape, South Africa, to determine consumers’ social representations of meat safety. A total number of 251 people were interviewed in focus group discussions, each comprising 4–6 interviewees were conducted. Each focus group consisted of university students and staff, and members of rural communities surrounding the town of Alice. A semi-structured questionnaire comprising both closed-ended and open-ended questions was used to collect data. Consumers were concerned about the hygiene at the place of purchase and the freshness of meat. Moreover, they revealed that they were always worried about the risk of food-borne diseases. Although food-borne diseases were not cited as a significant problem, related ideas such as “washing of hands before preparation of food to minimize food-borne diseases” were important to consumers. Consumers indicated that meat safety at the abattoirs should be thoroughly managed given that “hygiene during meat processing is important to prevent the occurrence of food-borne diseases”. Consumers in both retail outlets have shown to have a limited understanding of meat safety. Thus, consumers’ social representations, perceptions, and knowledge are complex and dynamic with respect to meat safety.
In the face of climate change, identification of forage species suitable for dryland farming under low rainfall conditions in South Africa is needed. Currently, there are only a limited number of forage species suitable for dryland farming under such conditions. The objective of this study was to identify and prioritise native legume species that could potentially be used in dryland farming systems in water-limited agro-ecosystems in South Africa. Using a combination of ecological niche modelling techniques, plant functional traits, and indigenous knowledge, 18 perennial herbaceous or stem-woody legume species were prioritised for further evaluation as potential fodder species within water-limited agricultural areas. These species will be evaluated further for their forage quality and their ability to survive and produce enough biomass under water limitation and poor edaphic conditions.
